Ian Payne was born in Jersey, Channel Islands and was adopted at six years old. He married Judith in 1981 and have  4 children and six grandchildren. A qualified chef, Ian worked as an Executive Hotel Manager in London before joining The Salvation Army (TSA) in 1979 as a ordained Minister

Ian was a church leader for 29 years in the UK and also the Public Relations, Marketing and Fund Raising Director. For 12 years, Ian & Judith cooked at a residential summer camp (south of UK)  for over 90 inner city children for two weeks.

Ian was the first Retail Town Chaplain in Bromley, during which time he spent four months in Sri Lanka working for The Salvation Army Emergency team. In 2005 he became the Bromley Town Centre Manager and 2010 was the Bexleyheath Business Improvement District Manager.

Ian was elected on Bromley Council in 2010 representing Chislehurst Ward,  he was active in supporting “Building a Better Bromley” initiatives, on various committees. Ian was very active in his ward being a voice in all matters of concern for local residents and a champion for the vulnerable and marginalized. He was also privileged to be selected as  Deputy Mayor (2012) and then Mayor in 2016.  Ian was elected Councillor to Bromley Council for the Bromley Common and Holwood ward in 2026.

In 2018 – 2024 Ian was responsible for The Salvation Army and community programmes in Medway, he worked closely with the Council throughout Covid supporting many areas of the community, with take away prepared meals and essential groceries.

Ian enjoys supporting  various charities and is a member of the Bromley Salvation Army.  He also enjoys music, theatre, reading, meeting people and time with his grandchildren and family.
